Leon has served the Airline Pilots Association (ALPA) as a security liaison, and is a former representative of the Coalition of Airline Pilots Associations (CAPA), and the Independent Pilots Association (IPA). He has chaired legislative affairs and security committees, and created a cockpit defense committee. Leon has held congressional briefings to inform and educate on Capitol Hill, leading the way for legislation and action for airline pilots. Leon played a key role in the "arming pilots" legislation during 2002. In 2003, along with Senators Bunning and Boxer, he led the way to return cargo pilots to the armed pilot program. Leon has worked persistently with the Transportation Security Administration (TSA), the Department of Homeland Security (DHS), and the Federal Aviation Administration (FAA) to improve crew related issues. First Officer Laylagian chairs a bi-annual "Counter-Terrorism for Transportation Conference" which hosts security leaders from around the world. He has also has served on the TSA Aviation Security Advisory Committee (ASAC) on cargo security for passenger and all-cargo airlines, and has testified before Congress. In addition, he has worked on many other issues and implementation projects, including passenger screening; perimeter security; cargo inspection; arming pilots; hardened unit load devices (HULD's); access control; aircraft missile defense; crewmember screening; chem/bio/rad mitigation; Security Directives and Information Circulars for flight crew; security training for cargo pilots; defensive tactics training for all crewmembers; and cabin to cockpit communication devices for flight attendants.
Leon co-founded PCSG with Marcus Flagg. A Naval Academy Graduate and former U.S. Navy fighter pilot, Mr. Flagg is presently an airline pilot. He tragically lost both his parents during the September 11, 2001 attack on the Pentagon. Mr. Flagg currently serves as the president of the Federal Flight Deck Officers Association, a trade association that represents airline pilots who serve as federal officers defending our nation's airliners.
As President of PCSG, First Officer Laylagian integrates his efforts with the pilots from various airlines, and many other interested groups. These efforts bring operational crew experience to the forefront of critical security legislation, rulemaking, and effective security practices.
